Aim of the Programme:

The Human Resources Development Programme drives education and training initiatives that aim to build human capability for economic growth in the Eastern Cape. The Programme is the Secretariat to the Eastern Cape Human Resources Development Council and supports the overall implementation of EC HRD Council's priorities. Priorities of the EC HRD Council inform and guide the configuration of the Programme and its activities as contained in ECSECC's planning documents, such as the Strategic Plan and the Annual Performance Plan.

Overview of the Programme:

The work of the Programme is packaged in three sub-programmes that cover the entire education and training landscape: Foundational Learning, Post-Schooling and the Labour Market. The foundational learning sub-programme deals with initiatives in the early childhood development and basic education phases and informal education The post-schooling sub-programme supports skills development institutions and design initiatives to drive skills development, and the labour market sub-programme aims to improve the labour market outcomes of educational qualifications and to support measures for increased occupational employment.

In 2010, the Provincial Executive Council established the EC HRD Council as its advisory forum on HRD related matters. It is a high level forum where national and provincial leaders discuss, support and monitor strategic provincial initiatives around Human Resource Development, with a view to resolving systemic bottlenecks and optimise education and training. The EC HRD Council seeks to address the skills constraints facing the Eastern Cape economy that hinder effective implementation of provincial development priorities.

As a multi-stakeholder forum, the Council builds partnerships and ensures the involvement of all sectors and organizations for an expanded Provincial response to skills challenges. It is an overarching body on HRD in the province that considers reports by statutory and other relevant structures such as the Provincial Skills Development Forum, the Education Advisory Council, etc.

Objectives:

The Council has the following Working Groups aligned with the Goals of the National Integrated Human Resources Development Plan:
  • Foundational Learning
  • Post-Schooling
  • Skills for the Economy
  • Public Sector
  • Research and Innovation
The purpose of the Working Groups is to carry forward priorities of the Council and deepen engagement of members of the Council and other role-players. They also enhance collaboration and joint accountability by all members of the Council.

For the current term of government, the Council aims to achieve the following goals:
  • Universal access to quality foundational learning
  • An expanded access to the post-schooling system
  • Production of appropriately skilled people for the economy
  • A capable public sector with effective and efficient planning and implementation capabilities
  • Improved technological innovation and outcomes
